(1) After preparing the management action plan according to rule 14, the head shall submit it to the institution for final approval after necessary consultation and coordination with the conservation officers and the institution shall approve such management action plan.
(2) When approving the management action plan according to sub-rule (1), the organization shall approve at least thirty percent of the amount earned by the committees to be spent on community development programs for local consumers.
